Boyd, Wisconsin has new trick or treat hours, approved at the Monday, Oct. 12 village board meeting. The board established 6 to 7 p.m. on Oct. 31 as official trick-or-treating hours for Halloween this year.
Also from Monday was Resolution 2026-07, establishing new monthly water rates and public fire protection charges for the village. The resolution follows approval of a water rate increase by the Public Service Commission of Wisconsin (PSC) on Sept. 17, with the new rates scheduled to take effect Oct. 16.
The village sought the increase through a simplified rate case under Wisconsin Statute 196.193. Under the approved rate schedule, customers with a standard 5/8-inch or 3/4-inch water meter will pay a monthly service charge of $10.72. Customers with a one-inch meter will pay $21.44, while those with a 1 1/2-inch meter will pay $36.45. Larger meters will carry correspondingly higher charges.
In addition to the monthly service charge, customers will pay $6.38 per 1,000 gallons for the first 16,667 gallons consumed each month. Water consumption exceeding that amount will be billed at $3.21 per 1,000 gallons. The new rates include an increase on residential water of 31 cents a month, along with a 19 cent increase for water volume per 1,000 gallons over the old rate.
The approved schedule also establishes an annual public fire protection charge of $46,602 to the Village of Boyd, for an increase of $1,357 over the old charge. The charge covers the use of hydrants and water for firefighting, along with water used for equipment testing and personnel training.
Another major topic was the ongoing Patten Street reconstruction project. Matt Jacobs of Ayres Associates provided an update to the board, sharing that concrete work, paving were done, with surface going on after spring thaw next year. Concrete work has not been done on the church project area at St. Joseph, due for completion later this year. The board meanwhile approved two change orders related to the Patten Street Rebuild, one for $1,910 for sewer related tree removal and fence restoration, and the other for $6,519 to remove 300 feet of a dead end water main related to the old water tower on Adams Street.
Also from Monday, the board approved a certified survey map (CSM) involving the Licht property. The map prepared by surveyor John D. Mickelson identifies Lot 12 near the intersection of East Jaynes Street, State Highway 29 and County Highway B in the village, outlining property boundaries, roadway access restrictions and a utility easement.
Employee health and welfare benefits meanwhile were another item for consideration. The proposed participation agreement with TeamCare, a Central States health plan, establishes employer contribution rates for employees covered by a collective bargaining agreement with Teamcare, a central states health plan.
Under the agreement, weekly employer contributions would be $526.40 beginning Jan. 3, 2027, increasing to $547.50 in January 2028 and $580.40 at the end of December 2028. The agreement provides for an initial three-year term, with provisions for subsequent extensions.
Boyd village board meetings are held on the second Monday of each month in the village hall. The public is welcome to attend.
