The Stanley Common Council met Monday, June 1 at 7 p.m. in city hall.
Included in the night’s consent agenda were several items, including meeting minutes, rodeo parade plans, a special event application for the Reclaimed Car Show Aug. 16, a chicken permit application, certified survey map by Denzine Surveying, prepared on behalf of Wyann Hoage, as well as approval of the tourism commission ballot vote submission approving purchase of flowers for North Broadway and a travel guide advertisement. The flowers were approved for a cost not to exceed $1,000 while the Chippewa County Travel Guide Advertisement will cost $1,250.
As for the Rodeo parade, it will take place Saturday, June 20, with listed time from 1 to 3 p.m. Street closure connected with the parade will be from the Corner of Broadway and Pine Street near A and W to the intersection of Broadway and Fourth Avenue further north.
Also in consent items from Monday, the Reclaimed Tavern Car Show will take place on Broadway Street outside Reclaimed Tavern, while the chicken permit included with consent is for 133 East Fourth Avenue, made by Synthia Halterman. The certified survey map is for 517 North Broadway and involves dividing the property into two lots, one sized at 0.18 acres to the south sized at 8,052 square feet and another to the north sized at 0.43 acres or 18,767 square feet. The larger parcel to the north includes a shed to be removed, per the survey map.
Shifting to new business, the council heard a proposal from STPR Inc. to install and purchase permanent bleachers (now at auction) for the west side of the pulling track in Chapman Park. The plan put forward by the organization looks to save money on bleacher rental and would include a pad being poured, along with possible tree removal or relocation. Further work and including bleacher purchase would be necessary before the plans move forward.
Also approved were handbook amendment for part 3, item f, number 1 of the employee handbook, related to rental rates by city employees of city owned buildings. Under the change city employees may reserve the Stanley Community Center at 25 percent of current rates and 50 percent of rates for all other buildings requiring a rental fee. The benefit extends to one year from employment for full time employees unless the employee is terminated, in which case it ends the last day of employment. Temporary, seasonal, and part time employees retain the benefit for 90 days after employment. The Fire Chief and Library Director enjoy the benefit of full-time employees, while all other fire and library employees enjoy the benefit of temporary, seasonal or part-time employees.
Council members and the mayor meanwhile are excluded from said benefit.
Also from Monday council, the council approved a quote by Ingersoll Rand for $36,033.25 in ozone generator maintenance at the Northwest Water Treatment Plant, as well as a cost split ratio of 75 percent to 25 percent by Haas and the City of Stanley for Well 10 pump replacement, along with temporary restrictions on utility billing sewer credits issued within the city of Stanley. The cost split in resolution to a long running dispute on replacing a burnt out motor on Well 10 comes as correspondence from Haas states that alarms were shut off to the well, while the city had been of limited help when the project was started.
As for the temporary suspension of sewer credit, it has to do with Well 10 going offline from June 15 to Aug. 1 and is meant to discourage water use while Well 10 is offline, after the city previously gave credit for those filling pools in years past.
As for library construction change orders, the council approved two, including one for $15,641.25 and related to rough framing, metal studs, sheetrock, mud, and tape changes for the revised HVAC plans, as well as another for 13,827.27 related to furnish and install of complete CAT6 Data cabling with rack and other materials, provided by CVEC.
The council also approved a $15,000 proposal by VCI Environmental for lead abatement, as well as one by CORE LLC for $1,787 related to lead abatement administration. The lead abatement by VCI follows news that another company chose earlier this year was not able to align with the schedule needed by Hoeft, with lead paint removal related to HVAC and electrical work in the attic.
The council took no action from an earlier closed session in committee of the whole related to officer promotion.
City of Stanley council meetings are held the first and third Monday of each month at 7 p.m. in city hall. The public is welcome and invited to attend.
