The 2024-2025 Seclusion and Restraint Report is in for Stanley-Boyd.
Mandated under the 2019 Wisconsin Act 118 and applying alike to students with and without disabilities, the law requires that parents be given a written copy of the incident report and an IEP (Individualized Education Plan) team meeting within 10 days if the student has an IEP. The IEP must be reviewed and modified as necessary to ensure appropriate positive behavioral interventions, supports and other strategies to address the behavior of concern. The modifications must be based on a functional behavioral assessment of the behavior.
With this background then, there were 14 seclusions last year involving three students at Stanley-Boyd, all three of which had disabilities.
As for restraints, the number was 27 for three students, with all three students having disabilities.
Seclusion is defined as “the involuntary confinement of a student, apart from other students, in a room or area from which the student is physically prevented from leaving.” Examples include a space to calm down to regain composure or a space so their body is uncontrolled and safe.
Physical restraint is defined for reporting purposes as “a restriction that immobilizes or reduces the ability of a student to freely move his/her torso, arms, legs, or head.” Examples include a student running out of the building towards the road and needing to be stopped by staff, as well as a student showing aggression towards staff, peers, or themselves.
