STANLEY-BOYD SCHOOL DISTRICT REGULAR MEETING OF THE BOARD OF EDUCATION September 28, 2020 The meeting was called to order by President Bob Geist at 7:00 PM in HS IMC. Roll call: Boie, Carlson, Geist, Hoffstatter, Lewallen, Seidl and Verbeten Adopt Agenda – adopted as presented Public Comments – Mrs. Cooley asking the board to revisit the decision to hold in person classes Effective Curriculum and Instruction Career & Technical Student Organization Officers: CTSO consists of 4 clubs, FFA, FCCLA, SkillsUSA and FBLA. Officers from these clubs talked about who the advisors are, number of members, what the clubs is and does as to events, fundraising, recruiting new members, virtual meetings and challenges during this Covid time Administrator & Board Communications First Reading Federal Funds Management Policy – document on website: this policy was missing during the audit findings – will be in consent agenda next month School Year Update: Mr. Koenig talked about how things are going and the challenges this year. We plan to stay open as long as we can. There was a long discussion on this.
Approval of Consent Agenda Motion by Boie, second by Lewallen to approve the consent agenda – documents on website Consent Agenda consists of: Minutes of the Board meeting August 24 Expenditures Personal Changes New Hires: Resignation: Cindy Alix – Paraprofessional David Hall – Van Driver Advisor/ Coaching: Jake Fitzsimmons – Volunteer Cross Country Travis Schindler – Co-Head Football Coach Kyle Steenport – Volunteer Cross Country Administrative Rule Change: Head Lice On a roll call vote, Verbeten voted no and the rest voted yes. Motion passes.
Financial Oversight and Stewardship of Resource SL8: Asset Protection – all documents on website Bus Age and Mileage Bus Inspection Reports Disposal of Items Local Vendors Liability and Property Insurance Pool Inspection Reports Discussion about difference in bus age and bus inspection report, disposal of item – maybe put in the paper SL8 Asset Protection – Motion by Verbeten, seconded by Hoffstatter to find the District in compliance with SL8: Asset Protection with the exception of the pool flooding and school closure due to Covid 19. On a roll call vote, all present voted yes. Motion carries.
2020-21 Budget Update and Tax Levy – all documents on website Enrollment – head count is down due to family’s home schooling and not enrolling, this will be felt financially for the next 3 years Equalized Aid Formula Est – will change based on enrollment, general aid probably going down based on enrollment Revenue Limit Worksheets – estimate tax levy rate will increase 9% from last year Expenditures 2020-21 Expense Budget – 2020-21 Budget Items for Discussion – vehicle replacement and engineering for facility assessment are already in the budget. Board agreed to include Oriole Park plaza repair – rubber membrane and concrete would need to be replaced for a cost of $70,053 The Board also agreed to replace 2 sections of the roof at the Stanley School for a cost of $94,535. Pavement of Bus Garage area will wait until maybe next year.
Revenue CARES/ESSER Budget – budget was reviewed Employee Health Insurance Contract: Mr. Koenig reviewed the health insurance bids. Motion by Carlson, seconded by Hoffstatter to approve Security Health Plan’s bid with the 12.59% increase for employee health insurance. On a roll call vote, all present voted yes. Motion carries.
Agenda Planning and Board Business SL6 Budgeting/Financial Meeting (Budget Hearing) – October 26, 8:00 PM Board Development Book Discussion Board Conversations Meeting – document on website – additional meeting was set for October 19 to continue their book study on effective board work Handbook/Personnel Committee Meeting – Hoffstatter and Geist will serve on the committee and meet in November Meeting adjourned at 9:52 PM Sue Kiraly Board Secretary WNAXLP STANLEY-BOYD SCHOOL DISTRICT Board of Education Conversation Committee of the Whole Meeting October 19, 2020 Meeting called to order at 7:00 pm.
Present: Lanse Carlson, Bob Geist, Denise Hoffstatter, Ryan Lewallen, Toni Seidl, and Jeff Koenig Board Discussed possible changes to the monitoring reports calendar as well as reordering items in the Governance Policy.
The board finished their book discussion on “The Essential School Board Book.” The board also discussed reading the WASB “New Board Member Handbook.”
Meeting adjourned at 8:46 p.m.
