CITY OF STANLEY REGULAR MEETING OF THE COMMON COUNCIL September 21, 2020 AT 7:00P.M.
Mayor Al Haas presiding.
On roll call, Al Haas, Rick Hodowanic, Mark Fitzsimmons, Kevin Hendrickson, Kent Barby, Mike Karlen, Jacob Huff, Laurie Foster and Holly Kitchell.
Members Present: Al Haas, Mark Fitzsimmons, Kevin Hendrickson, Rick Hodowanic (by phone), Kent Barby, Mike Karlen, Jacob Huff, and Holly Kitchell. Members absent: Laurie Foster Quorum was present.
Others Present: Donelle Spaulding (Clerk), Lance Weiland (Police Chief), Nick Martin (WWTP), Dean Schneider (WWTP), John Hoel (Public Works) and Jacob Lukes (Public Works) A motion was made by Barby, seconded by Huff to pull Cedar Corp Check from the check register from item 8of the September 21, 2020 Council agenda and approve. Voice vote. All ayes. Motion carried. Public Hearing: Community Development Block Grant (CDBG) The public hearing was called to order by Mayor Al Haas at 7:00 pm.
Mayor Haas discussed the background on the project and City of Stanley’s involvement in the CDBG program.
Mayor Haas reviewed the project performance and how it involved an update to the City’s Outdoor Recreation Plan and update to the City’s Comprehensive Plan including a “Downtown Subplan” which focuses on the City’s downtown.
Mayor Haas asked if the Council and the public if they had any questions or comments about the Community Development Block Grant.
Being no further business, Mayor Haas closed the public hearing 7:15 pm.
Presentation of the concerns from the Public present: Alderman Fitzsimmons brought to the councils’ attention the crop damage due to geotech work by SCS and proposed to pay $70 per the lease agreement to Mahr Brothers for the crop damage.
Alderman Fitzsimmons brought to the council’s attention the need for the stop sign at Emery and 4th Ave and the need to monitor that area A motion was made by Fitzsimmons and seconded by Huff to setup a Public Hearing for October 19th to discuss the stop signs at Emery and 4th as well as the Alley closure of the Stanley Trucks Sales purchase of parcel #22905-2532-0920000. Roll call vote. All ayes. Motion carried. The Common Council utilizing a single vote may act upon the following items. Individual items, which any member wishes to address in greater detail or as a separate item, may be removed upon the request of any council member.
a) Approve the SEPTEMBER 8, 2020 Common Council Minutes.
b) Review the Bi-Monthly reports from the Water/Wastewater/Public Works/Police/Fire/Clerk.
c) Approve Adam W. Teale application for hunting on city owned property (Geese) A motion was made by Huff, seconded by Hendrickson to approve accounts payable totaling $84,013.47 minus check #79527 for Cedar Corp $9,571.54. Roll call vote. All ayes. Motion carried.
A motion was made by Hendrickson, seconded by Kitchell to approve Stanley Truck Sales purchase of Parcel #22905-2532-0920000 contingent on the approval of developer’s agreement and public hearing for alley closure before closing. Roll call vote. 5 Ayes 2 Nayes. Motion carried. A motion was made by Fitzsimmons, seconded by Hendrickson to Approve the WWTP Plant Upgrade to address Sludge issue, Belt press proposal with a not to exceed amount of $800,000. Roll call vote. All ayes. Motion carried.
A motion was made by Barby, seconded by Huff to approve service agreement for S64 T4 Bobcat Skid Steer Loader. Roll call vote. All Ayes. Motion carried.
A motion was made by Hendrickson, seconded by Barby to approve removal

of Boy Scout Building. Ad to be placed as a giveaway, Bids in by October 8th with removal from City Property by October 12th. Voice vote. All ayes. Motion carried. A motion was made by Barby, seconded by Huff to approve the letter granting multi-family zoning for the Old City Hall building as recommended by the Zoning Committee. Voice Vote. All Ayes. Motion carried.
At 8:22 P.M. a motion was made by Barby, seconded by Hendrickson to adjourn. Voice vote. All ayes. Motion carried.
