CITY OF STANLEY REGULAR MEETING OF THE COMMON COUNCIL AUGUST 3, 2020 AT 7:00P.M.

Mayor Al Haas presiding.

On roll call, Al Haas, Rick Hodowanic, Mark Fitzsimmons, Kevin Hendrickson, Kent Barby, Mike Karlen, Jacob Huff, Laurie Foster and Holly Kitchell.

Members Present: Al Haas, Mark Fitzsimmons, Kevin Hendrickson, Kent Barby, Mike Karlen, Jacob Huff, Laurie Foster, and Holly Kitchell. Members absent: Rick Hodowanic Quorum was present.

Others Present: Cyndi Bergman & Donelle Spaulding (Clerk), Lance Weiland (Police Chief), Cory Scheidler & Russ Kiviniemi (Cedar Corp), Elizabeth Miniatt (Library Dir), James Ericksen & Cathy Ryba (Library Board) A motion was made by Foster, seconded by Hendrickson to strike item 14 on the August 3, 2020 Council agenda and Pull 6.d. Greg Steinke out of the Consent Items. Voice vote. All ayes. Motion carried.

Presentation of the concerns from the Public present: Lori Cooley expressed concerns with the meeting’s Agenda, she also thought that Alderman Fitzsimmons brought up a good question about the Community Center Grant extension being approved. Ms. Cooley discussed Library board term limits.

Alderperson Foster asked about the patio furniture blocking the sidewalk on Broadway. It was discussed that it would also need to be enforced at Hazuga’s True Value as well.

Alaina Luedtke discussed tree damage from Duane and Lois Meyer’s adjacent property. Ms. Luedtke had filed an insurance claim due to tree damage. She is concerned for her family’s safety due to negligent upkeep of trees from Duane and Lois Meyers property. The City is looking into responsibility of tree maintenance per the city ordinance.

Alderman Fitzsimmons made recommendation for new mask ordinance, stating no two people in the same vehicle without masks on.

The Common Council utilizing a single vote may act upon the following items. Individual items, which any member wishes to address in greater detail or as a separate item, may be removed upon the request of any council member.

a) Approve the July 20, 2020 Common Council Minutes.

b) Approve the July 27, 2020 Special Common Council Minutes.

c) Review the Bi-Monthly reports from the Water/Wastew ater/Public Works/Police/Fire/Clerk.

d) Approve the hire of Public Works employee Gregory A. Steinke.

e) Approve the hire of Volunteer Fire Fighter Brandon Nichols.

f) Approve the new Operator license for Brittoni E. Johnson.

g) Approve Brittany J. Johnson letter of resignation A motion was made by Barby, seconded by Huff to approve consent items a. through g with changes to a. and b. adding Holly Kitchell to the minutes On Roll Call and Members Present, as well as pulling item d from the Consent Items. Voice vote. All ayes. Motion carried.

A motion was made by Hendrickson, seconded by Barby to approve d. Hire public works seasonal employee Greg Steinke. Voice vote. All ayes. Motion carried.

A motion was made by Hendrickson, seconded by Fitzsimmons to approve accounts payable totaling $201,343.93. Roll call vote. All ayes. Motion carried.

Elizabeth Miniatt (Library Dir.) presented the Library budget and funding report.

A motion was made by Barby, seconded by Huff to table the Bid Award for Stanley Police addition as recommended by Cedar Corp. Voice vote. All Ayes. Motion carried.

A motion made by Barby, seconded by Huff to approve the Mayor’s appointment of the successful candidate as Assistant Clerk Holly Hadlestad at starting wage of $12.00 per hour with review after six months of successful employment. Roll call vote. All ayes. Motion carried. A motion made by Hendrickson, seconded by Foster to approve Resolution for Depository Institutions 2020-006. Roll call vote. All ayes. Motion carried.

A motion made by Hendrickson, seconded by Foster to Resolution for Fair Housing 2020-007. Voice vote. All ayes. Motion carried.

A motion made by Fitzsimmons, seconded by Foster to approve Fire Department bid acceptance of $6,500 for 2005 International truck. Funds are to be used to help offset fire Dept. Budget. Roll call vote. All ayes. Motion carried.

At 8:18 P.M. a motion was made by Foster, seconded by Hendrickson to adjourn. Voice vote. All ayes. Motion carried.

Cynthianna Bergman Administrator/Clerk/ Treasurer City of Stanley WNAXLP OFFICIAL PROCEEDINGS OF THE VILLAGE OF BOYD BOARD 4MEETING MONDAY, JULY 13, 2020 Meeting called to order by President Setzer at 7:00 p.m. Pledge of Allegiance was recited.

Roll Call: Setzer, Dorn, Geist, Krizan, McQuillan present Guest: Tom Grunewald, Joe Back, Diana Siebels-Waste Management Agenda: Motion by McQuillan seconded by Geist to approve agenda as presented. Motion carried.

Minutes: Motion by Dorn seconded by Krizan to approve minutes as presented. Motion carried Financial Reports: Motion by Krizan seconded by Mc-Quillan to approve financial reports as presented. Motion carried. Agreement: Motion by Geist seconded by Krizan to approve the Waste Management Recycling and Refuse Extension Agreement for 2021-2025 as presented. Roll call vote Dornyes, Krizan-yes, Geist-yes, McQuillan-yes, Setzer-yes. Motion carried.

Lions Tournament: Motion by Geist second Krizan to cancel all events at Lotz Park including Boyd Lions Tournament due to large gathering restrictions, social distancing and restrooms are closed. Motion carried.

Resignation: Motion by Mc-Quillan seconded by Dorn to accept resignation from Officer Hunter Imm. Motion carried.

Rate of Pay Increase: Motion by Setzer seconded by Dorn to approve Part-time Police Officer’s Rate of Pay to $18.00 per hour. Roll call vote Dorn-yes, Krizan-yes, McQuillan-yes, Geist-yes, Setzer-yes. Motion carried. Motion by Krizan seconded by Dorn to adjourn, meeting adjourned at 7:40 pm.
