As to the reported driver, a citation filed October 7 on the Wisconsin Circuit Court Access website for a violation October 1 (the day of the crash) lists 26-year-old Bryce James Winchell of Eau Claire as charged with violating 344.62(1) of the Wisconsin statutes, operating a motor vehicle without insurance.
