Stanley Council greenlights water plant payments, road maintenance

The Stanley Common Council approved more than $940,000 in construction payments to Market and Johnson for the city’s Central Water Treatment Plant Monday, July 6, as well as a payment to Haas for the 345th Road project. The payment to Haas was already made with prior approval at a special council meeting, the action Monday a related to software demands rather than payment.
Also from Monday, the council approved a new $10 campground dump station fee, several public works contracts and updated community use agreements. Several of the payment approvals were for previously approved change orders, meaning no new dollars were being spent.
Included in Monday meeting approvals was an extensive consent agenda. Among the approved consent items were amended nonprofit use agreements for the Stanley Community Center, as well as with renewed park use agreements with the Stanley Independence Day Celebration committee and the Boyd American Legion. Also included were updates to the city’s street use permit and special event permit, as well as certified survey maps submitted by Rick Denzine, one for a property on East Oak Street as well as one on East Fourth Avenue near Franklin Street.
Also approved were training and workshop requests for council members the interim clerk, and Officer Andrew Holty for the Stanley Police Department. Alderpersons Therese Metzger and Morgan Marek will attend the League Locally workshop in Osseo on July 8, with no cost besides mileage. Interim Clerk/Treasurer Maggie Wurst will attend the Remote WRS Training at no cost on Aug. 18, while Office Holty will attend the Safe Financial Exploitation and Fraud training at a cost of $168 for hotel costs and meal costs as per the city handbook.
Also Monday, the council approved a picnic license application for the Stanley-Boyd Alumni Association fundraiser scheduled for July 25 at the Stanley Community Center in Chapman Park.
The council voted to accept bi-monthly departmental reports before approving a second application for payment to Haas Brothers Inc. totaling $206,857.73 for the 345th Road project. The council also approved two payment applications for the Central Water Treatment Plant project, including $735,522.30 and $205,100.20 to Market & Johnson. In accounts payable, the council approved disbursements totaling $1,111,825.82 along with a separate water debt service payment of $99,437.
Under new business, the council approved fees for the Chapman Park Campground dump station following a recommendation from the Parks and Cemetery Committee. Members also approved a contract with Three C’s for cross connection inspections, as well as a contract with the county for Industrial Road patching and an ACE agreement for Janicki Road repairs, as recommended by the Public Works, Streets and Grounds Committee.
In finance items from Monday meanwhile, the council approved Finance Committee recommendations to close two Marine Credit Union accounts. Remaining Revolving Loan Fund Community Development Block Grant funds totaling $58 in one account will be paid to the Wisconsin Department of Administration’s Division of Energy, Housing and Community Resources before the account is closed, while funds remaining in a second account will be transferred to the city’s general checking account prior to closure.
The meeting concluded with approval of three change orders related to the Central Water Treatment Plant project. The council approved Change Order No. 6 totaling $22,173.56, Change Order No. 7 reflecting a credit of $29,723.94, and Change Order No. 1 totaling $91,957.30. A tour of the Central Water Treatment Plant is planned for July 20 prior to the council meeting.
Stanley Common Council meetings are held on the first and third Monday of each month at 7 p.m. in city hall. The public is welcome to attend.
