City of Stanley moves forward with well repairs, farmland leases and road projects

At its April 7th meeting, the Stanley City Council approved a contract with Water Well Solutions for work on City Well #3, located “straight west of the Central Plant,” at a cost of $52,107.

City staff explained that Well #3’s well house, which is part of the central water plant, is scheduled for improvements later this year. However, the well itself needed immediate attention.

“We need to get the well back in service—right now it’s out of service,” said Mayor Mike Henke, noting the importance of ensuring the well is in good condition ahead of other plant updates.

“It’s got to be done,” said Alderperson Jacob Huff, supporting the approval.

Henke also shared that Well #5, which had been offline since November, was expected to be back in operation as of April 8th.

“We have everything fixed on that one,” he added.

The Council also unanimously approved a farmland lease agreement with Mahr Brothers, LLC of Stanley, the sole bidder for each parcel offered. The lease includes:

  • Parcel #1: 55 acres in Clark County at $245 per acre annually for 2025-2027.
  • Parcel #2: 70 acres in the West Business Park at $277 per acre annually for 2025–2027.
  • Parcel #3: 7 acres near the Machine Shed at $215 per acre annually for 2025-2027.

Henke noted that Parcel #4, located on Development Drive, did not receive any bids.

Additionally, the Council approved the 2025 MSILT Street Projects, which include improvements to 6th Avenue, Park Avenue, and Lincoln Street. Two bids were submitted: Senn Blacktop at $46,439.24 and Monarch Paving Company at $69,694.47. As the lowest bidder, the Council awarded the contract to Senn Blacktop.
