Town of Delmar Awarded Wisconsin Agricultural Road Improvement Grant

Town of Delmar Chairman Dave Peterson announced at the July meeting that the township has received the Agricultural Roads Improvement Program (ARIP) grant for 345th Street for $530,000. The Delmar Township was one of 37 applicants that received the first round of the grant. The State of Wisconsin will pay 90% of the project with the Town of Delmar paying the remaining 10%.
According to the Wisconsin Department of Transportation, “In June 2023, Senate Bill 247 (Act 13) established the Agricultural Roads Improvement Program as part of the 2023-2025 biennium budget to improve highways functionally classified as local roads, or minor collectors, or culverts, that provide access to agricultural lands or facilities used to produce agricultural goods, including forest products. Created within the framework of the existing Local Roads Improvement Program (LRIP), ARIP provides a one-time segregated revenue (SEG) funding of $150 million to enhance rural roads, bridges, and culverts in Wisconsin’s rural communities.”
In order to be considered, the Town of Delmar’s project must include specific criteria listed in the state statute. Some of the criteria includes; “A project that will result “in the transportation of the largest amount of agricultural goods,” “in the greatest positive economic impact,” and “in the reduction of trips, costs, and mileage driven (for example) for agricultural producers.” It must also include, “An application by a local government that faces demonstrable fiscal or administrative difficulties in completing highway projects.” As part of the grant agreement, after the project is completed, the road will no longer be classified as Class B and “will not be subject to a posted weight limitation other than under extraordinary or emergency circumstances.”

In other news
115th Avenue is scheduled to be chip sealed for three miles from County Highway G to County Highway D. Chairman Peterson hopes that the outside temperature cools “so it settles out.” He said, “When it’s really hot like it was, it’s trouble to get it to set.”

Chairman Peterson has been appointed as the Town of Delmar’s Emergency Management Plan Coordinator.
