A former Stanley mayor has been appointed to serve as Wards 1 and 8 Alderperson through next April 2027. Al Haas, a current Ward 1 resident and mayor of Stanley from 2020 to 2024, was appointed to represent Wards 1 and 8 under item i in the Monday consent agenda for regular council.
A brief note to the council by Mayor Ben Wald gave the rationale.
“I wish to inform you that I’m appointing Al Haas to the vacant Ward 1 & 8 Council seat,” Wald wrote. “Al’s knowledge and history of public service will be valuable tools for the council and city of Stanley.”
Also contained in Monday consent items were meeting minutes, an operator’s license, hunting license, and resignation of Firefighter Timothy Zimmerman effective July 11. The operator’s license was for Sukchain Singh, expiring June 30, 2027, while the hunting license was for Brian Woodie to bow hunt deer on city property behind the frisbee golf course and water plant, on parcels 22905-2643-03000000 and 22905, 2621-07000000 respectively. The hunting license includes a release and hold harmless agreement, signed by Woodie with the city.
As for the firefighter resignation, Zimmerman explained his reasons for resignation in a handwritten note to council.
“I, Timothy Zimmerman, am leaving the Stanley Fire Service,” he wrote. “Effective July 11, 2026. I will assist the department with the gun raffle as promised, as soon as my federal firearms license is effective. Still in the process of that.” As for the reason for resigning, Zimmerman wrote that he is moving to Sheldon, intending to check with the Sheldon Fire Chief.
“I enjoyed serving with Stanley Fire,” Zimmerman wrote. “A pity it wasn’t longer.”
Also from Monday, the council approved several old business items, including bimonthly reports as submitted by the interim clerk-treasurer and department supervisors, two pay applications to Haas Sons Inc. for work related to road projects, a pay application from Hoeft Builders for the D.R. Moon Library Project, and approval of accounts payable checks through July 20.
The payments to Haas were for $35,329.82 for the 345th Street road project and $369,053.42 for the Maple Street Reconstruction. Hoeft submitted a partial pay request for $427,207.60 for the library, while accounts payable checks through July 20 totaled $957,379.18, including the above as well as broken down as $29,671.74 from the general fund, $3,712.57 for the library, $16,640.39 for the water utility, and $13,339.72 for the wastewater utility.
As for new business items from Monday, the council approved resolution 2026-005 authorizing the issuance and sale of up to $1,392,262 Water System and Sewerage Revenue Bonds for Maple and Mill Street, allowing for removal of bond series 20206b, as well as issuance of sewer credit for 513 East Ninth Avenue, destroyed Sunday, July 12 in a fire. The credit comes after the fire melted the water pipes before they could be shut off, resulting in the loss of 15,000 gallons.
The council also approved the committee of the whole recommendation for the Broadway Street Sidewalks and overgrown vegetation, with ordinances 6-2-1 and 8-1-6 both addressing obligations as it regards overgrown vegetation. Ordinances can be viewed at https://stanley.municipalcodeonline.com.
Also approved Monday were a VFD Replacement for High Speed Pump 1 at the Northwest Treatment Plant in the amount of $20,900, change orders for street projects, and a variance request for ordinance 11-2-6(f)(3) for the D.R. Moon Library Project allowing for extended work hours to meet the project deadline as it relates to a state grant.
The VFD replacement comes after a late night motor burnout on the high speed pump, which otherwise moves water from the plant to the water towers. The approved change orders for street projects include $15,821.29 for 345th Street Project and a credit of $16,457.92 for the West Business Park Road.
Closing council update from Monday, the council approved the committee of the whole recommendation on CBS Squared Invoice 17652, as well as the committee of the whole recommendation on the D.R. Moon Library FFP Technology quote from IFLIS in the amount of $42,000.
